A Reels ad fills the phone screen at a 9:16 ratio, exactly like a Story. Meta's ads guide recommends 1440 × 2560 pixels and accepts anything from 500 pixels wide. 1080 × 1920 is the size most tools export, and it is sharp on every phone.
What differs is how much of the frame the app covers. Reels show the account name, caption, audio label and a column of buttons over the picture, and the caption allowed on an image Reel ad is short, about 44 characters. The image has to carry the message, and it has to carry it in the middle of the frame.

Making an image work as a Reel
Only the middle half is truly yours
Take away 14% at the top and 35% at the bottom and about 51% of the height is left. On a 1080 × 1920 image that is a band roughly 980 pixels tall. Put the product, the headline and the logo inside it.
A square sits almost entirely inside it
A square ad placed whole in the frame runs from 22% to 78% of the height. Its top clears the safe zone easily. Its lowest quarter falls under the caption, so keep prices and buttons out of the bottom of your square design.
Reels are a video placement first
A still image runs as a short static Reel. It works, and it is far better than letting Meta crop a feed image, but motion usually performs better here. CreativeResize resizes images only, not video.
